The Writ Petition is filed questioning the action of the Respondents in not selecting the Petitioner with Registration No.4341426 and Hall Ticket No.5966010113 to the post of Stipendiary Cadet Trainee (SCT) Police Constables (Civil) (Men & Women) in Police Department under ABO-ST Category under East Godavari District in pursuance to the Notification published in Rc.No.161/SLPRB/Rect.2/2022, dated 28.11.2022, as illegal and arbitrary. 2. The facts leading to filing of the present Writ Petition are as follows:
The petitioner claims that he belongs to ABO-ST Category. A Notification was given for recruitment of Stipendiary Cadet Trainee (SCT) Police Constable on 28.11.2022 and the Petitioner appeared in the examination and secured ‘78’ marks. However, the Petitioner was not considered under ABO-ST Category. Hence, the present Writ Petition. 3. Sri S. Raju, learned Assistant Government Pleader would submit that 90 vacancies were notified in the said Notification and final selection list was issued on 01.08.2025. Subsequent to the issuance of the final selection list, the Petitioner submitted a representation on 04.08.2025 claiming appointment under ABO-ST Category. 3

The learned Assistant Government Pleader passed on the signed instructions dated 19.12.2025, whereunder a list of 90 selected candidates was mentioned and that they are being sent for training, and therefore it is not feasible to consider the case of the Petitioner at this stage. It is stated that the Petitioner had approached the Respondent Authorities at a belated stage and that the ABO-ST Certificate relied on by the Petitioner is not in consonance with the ABO-ST Community Certificate, and therefore, the rejection of the candidature of the Petitioner cannot be found at fault. 5. Heard the respective counsel. 6. A notification was issued on 28.11.2022, and the issuance of the selected list was on 01.08.2025. After the selection list was issued, the Petitioner made a representation on 04.08.2025 for consideration of his case for appointment under the ABO-St category.
As the selection list is not under challenge in the Writ Petition, any order to be by this Court would have bearing on the persons selected and therefore, this Court is not inclined to entertain the claim of the Petitioner vis-à-vis his rejection in the selection list of the ABO-ST Category in East Godavari District. 7. However, as the Petitioner had secured 78 marks, which is higher than the persons selected under ABO-ST Category, the Writ Petition is disposed of with the following directions: i) It is left open to the Respondent Authorities to consider the case of the Petitioner for appointment in case of any non-joining of the selected

candidates under the ABO-ST category in East Godavari District, subject to proof and authentication of the ABO-ST Community Certificate of the Petitioner. ii) There shall be no order as to costs.
