ORDER:
The present Writ Petition is filed under Article 226 of the Constitution of India for the following relief/s: ……to issue Writ, Order or Direction one in the nature of WRIT OF MANDAMUS declaring the inaction on the part of the of respondent Nos.2 to 4 in mutating the petitioner’s name for an extent of Ac.1.27 cents situated in Sy.No.2-1A of Putlampalli Revenue Village in the revenue records, in spite of several oral and written representations dt.23.06.2025 and 18.08.2025 made by the petitioner, as illegal, arbitrary, unjust, unlawful and violative of Article 14, 21 and 300-A of the Constitution of India and also acting in contrary to the provisions of The Andhra Pradesh Rights in Land and Pattadar Pass Book Act, 1971 and consequently direct the respondents to mutate the petitioner’s name for an extent of Ac.1.27 cents situated in Sy.No.2-1A of Putlampalli Revenue Village in the revenue records by duly considering the representations dt.23.06.2025 and 18.08.2025 made by the petitioner in the interest of justice and to pass such other order or orders may this ….. 2. The petitioner herein filed representation dated 23.06.2025 and 18.08.2025 requesting to mutate the name of the father of the petitioner in the revenue records, the said representations were not considered, hence, the present Writ Petition is filed seeking a direction to examine, the representations and pass appropriate orders in accordance with law. 3. Learned Assistant Government Pleader placed written instructions dated 23.09.2025 as part of record, addressed by the Tahsildar, Kadapa Mandal, the said written instructions indicate that the petitioner has not submitted any representation to the respondents accompanied by valid

documents to substantiate his title over the subject land. The alleged representations referred to in the affidavit are devoid of any proof of service and therefore cannot be relied upon. However, the petitioner is at liberty to file application before the respondent No.4 seeking mutation of the subject land, after duly eliminating the same from Migulu Bhoomulu, by producing valid documents to substantiate his title as well as possession. If such application is filed, will be considered and disposed of the application in accordance with law, upon perusal of the evidence submitted by the petitioner and by taking into consideration the aspect of possession too. 4.
Therefore, the present Writ Petition is disposed of directing the petitioner herein to file application with all relevant documents within a period of two weeks from the date of receipt of the copy of the order. On filing such application, the respondents are directed to examine the same and pass appropriate orders in accordance with law and communicate the decision to the petitioner herein as expeditiously as possible. There shall be no order as to costs.
