pleased to issue a Writ of Mandamus or any other appropriate writ, order or direction, declaring the action and inaction of the 5th respondent-Tahsildar, Vempalle Mandal, YSR Kadapa District, in not disposing of and acting upon the endorsement issued by the Respondent no.3- District Revenue Officer, YSR Kadapa District, in Ref.No.D2/2064/2024 dated 22-11-2024, despite repeated representations, and in changing the revenue records in favour of the 6th Unofficial respondent without issuing notice to the petitioner and without following due process of law, as illegal, arbitrary, violative of principles of natural justice and Articles 14 and 300-A of the Constitution of India and Consequently, direct the 5th respondent-Tahsildar to dispose of the said endorsement Ref.No.D2/2064/2024 dated 22-11-2024, after issuing due notice and affording an opportunity of hearing to the petitioner and other concerned parties, and pass appropriate orders strictly in accordance with law within a time frame to be fixed by this Hon'ble Court and pass IA NO: 1 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to direct the 5th respondent- Tahsildar to dispose of the said endorsement Ref.No.D2/2064/2024 dated 22-11-2024, after issuing due notice and affording an opportunity of hearing to the petitioner and other concerned parties, and pass appropriate orders strictly in accordance with law within a time frame to be fixed by this Hon’ble Court and pass Counsel for the Petitioner:

Heard Sri V. Hemanth, learned counsel representing Sri Amanchi Royal, learned counsel for the petitioner and Sri G. Divya Theja, learned Assistant Government Pleader for Revenue, appeared for respondents 1 to 5.
Notice of respondent No.6 is dispensed with since no adverse order is passed against the right and interest of respondent No.6. Page 3 of 4
2. The interim prayer and the main writ petition are the same. 3. The petitioner, as seen from the averments made in the affidavit, filed a suit in O.S.No.343 of 2024 on the file of the learned Principal Junior Civil Judge, Pulivendula, against respondent No.6 seeking perpetual injunction in respect of two items of the property, and the same is pending. The petitioner made a representation to Respondent No. 2 regarding the mutation/updation of the Record of Rights in respect of the properties mentioned in the suit. Acting upon the representation made by the petitioner, learned respondent No.2 directed the Tahsildar-respondent No.5 to follow due procedure of law, strictly as per the Rules vide proceedings in Ref.No.D2/2064/2024, dated 22.11.2024 (Ex.P1). 4.
Learned counsel for the petitioner would submit that respondent No.5 has not acted upon the proceedings issued by respondent No.2 so far.
5. Sri G. Divya Theja, learned Assistant Government Pleader for Revenue, on instructions would submit that respondent No.5 will act upon the proceeding issued by respondent No.2 and pass appropriate orders as per the Rules.
6. Given the facts and circumstances of the case, the Writ Petition is
disposed of at the stage of admission with the consent of both the learned counsel, directing learned respondent No.5 to act upon the proceedings issued by respondent No.2 and pass appropriate orders, strictly as per the provisions of the Andhra Pradesh Rights in Land and Pattadar Passbooks Act, 1971 and the Rules made there under. No order as to costs. As a sequel, pending miscellaneous petitions, if any, shall stand closed.
