1. By order dated 25.09.2025, this petition was disposed of with the following directions:
“6. It is noted that the Trial Court has granted liberty to the prosecution to obtain fresh sanction. Further, taking into account lapse of 12 years since the registration of the FIR, it was directed that the investigation be concluded within a period of six months.
7. However, even after five years, the investigation remains incomplete.
8. Mr. Mukesh Kumar, APP for the State, justifies the delay in the completion of the investigation on the ground that the case involves a large number of accused persons This Court is however not satisfied with the explanation offered. There has been a significant lapse on the part of the prosecution in concluding the investigation, despite the clear and categorical directions issued by the Trial Court.
9. Accordingly, the present petition is disposed of with a direction to the prosecution to conclude the investigation in accordance with the
order dated 15th September, 2020, within a period of four months from today. xxx

12. Copy of the order be sent to the concerned DCP to ensure that the investigation is complete and the directions issued by the Trial Court and this Court, are complied within the timelines specified above.”
2. Dr. Manish Aggarwal, learned counsel for the petitioner, submits that despite the aforesaid directions, the chargesheet has not been filed, which has led to filing of this application.
3. Mr. Ajay Vikram Singh, learned Additional Public Prosecutor for the State, upon instructions from Mr. Pankaj Arora, Assistant Commissioner of Police [“ACP”], who is present in Court, states that the FSL report has been received only towards the end of January 2026. He further submits that the prosecution sanction has also been received in respect of petitioner No.1, and has been sought in respect of petitioner Nos. 2 and 3.
4. The ACP undertakes before this Court that the investigation will be completed within a period of two weeks from today, and the final report will be filed.
5. The affidavit of compliance be filed by 11.03.2026.
6. List on 16.03.2026.
7. As the order dated 25.09.2025 had required the concerned Deputy Commissioner of Police to ensure that the investigation is completed, and the same has still not been complied with, in the event the final report is not filed within the aforesaid time, the concerned Joint Commissioner of Police will file an affidavit explaining the delay before the next date of hearing.
