The Writ Petition is filed questioning the action of the Respondents in not extending the minimum time scale of pay to the Petitioner, who is working as a consolidated employee in the post of Attender as illegal and arbitrary. 2. The petitioner has been working as an Attendar at Sri Sobhanachala and Mallikarjuna Swamyvari Devasthanam since 2007. 3. The grievance of the Petitioner is that the Respondent Authorities are not extending the minimum time scale of pay attached to the post of Watchman/Attendar. To that effect, the Petitioner gave representation to the Respondent Authorities on 25.10.2025. 4. Ms. P. Radhika, learned Standing Counsel for the Respondent No.4 would submit that the representation of the Petitioner will be considered and appropriate decision will be taken. 5. As the Petitioner has been working as Attendar in the Respondent Institution since 2007, the Writ Petition is disposed of with the following directions: i) The Respondent Nos. 2 to 5 are directed to consider the representation of the Petitioner dated 25.10.2025, taking note of the judgment of the Hon’ble Apex Court in State of Punjab v. Jagjit Singh, wherein it was held that temporary and contractual employees are entitled to the minimum of the time scale of pay. ii) The said exercise shall be completed within a period of three months from the date of receipt of a copy of this Order. iii) There shall be no order as to costs.
