The petitioners in WP No.29104/2025 is before this Court seeking for the following reliefs; a) Issue a writ in the nature of certiorari quashing the impugned letter vide No. ಅ.ಸ.ಪ.ಸಂೆ:ಎ ಎಂ 3/ಎ ಎ / 31/06-07 issued by the 1st Respondent dated 20.04.2021 vide Annexure M insofar as Petitioner's sites are concerned. b) Issue a writ in the nature of certiorari quashing the impugned endorsement vide issued by the 4th Respondent dated 11.08.2025 vide Annexure P.

c) Issue a writ in the nature of mandamus directing the Respondent No.4 to register the documents pertaining into the petitioner sites bearing No.205 and 206, formed in Sy No.120 of Kadukarenahalli (Kurabarahalli Village). d) Issue a writ in the nature of mandamus directing the 5th Respondent to issue E Khatha in respect of the petitioner sites bearing No.205 and 206, formed in Sy No.120 of Kadukarenahalli (Kurabarahalli Village).
e) Pass any order or direction as this Hon'ble court deems fit under the circumstances of the case in the interest of justice and equity. 9. The petitioner in W.P.29168/2025 is before this Court seeking for the following reliefs; a) Issue a writ in the nature of certiorari quashing the impugned letter vide No. ಅ.ಸ.ಪ.ಸಂೆ:ಎ ಎಂ 3/ಎ ಎ /13 31/06-07 issued by the 1st Respondent dated 20.04.2021 vide Annexure K insofar as Petitioner's sites are concerned. - 15 -

b) Issue a writ in the nature of certiorari quashing the impugned endorsement vide issued by the 5th Respondent dated 28.08.2025 vide Annexure M.
c) Issue a writ in the nature of mandamus directing the Respondent No.4 to register the documents pertaining into the petitioner site bearing No.209, formed in Sy No.120 of Kadukarenahalli (Kurabarahalli Village). d) Issue a writ in the nature of mandamus directing the 5th Respondent to issue E Khatha in respect of the petitioner site bearing No.209, formed in Sy No.120 of Kadukarenahalli (Kurabarahalli Village). e) Pass any order or direction as this Hon'ble court deems fit under the circumstances of the case in the interest of justice and equity. 10. Insofar as the prayer at Sl.No.(a) is concerned, the same does not survive for consideration inasmuch as by inadvertence or otherwise, said endorsement having been challenged in multiple matters has been quashed qua the property of the petitioners therein. The said order being applicable to the property in general, I am of the considered opinion, the same would also equally apply to the petitioners. 11. The subsequent endorsement which has been issued, which is subject matter of prayer (b) is also covered by the decision in W.P. No.14847/2023 dated
18.01.2024. Similarly, the sale deeds, in favour of

the petitioners would be required to be executed and registered. Subsequent thereto, necessary documentation in terms of issuance of e-khata, etc., also would have to be complied with. Hence, I pass the following:
ORDER i. The writ petition is allowed. A certiorari issued. The impugned letter/endorsement bearing No.A.Sa.Pa.No.ADM3/LND/31-06-07 dated 20.04.2021 is quashed.
ii. A certiorari issued. The endorsement dated 11.08.2025 in W.P. No.29104/2025; dated 28.08.2025 in WP No.29122/2025, WP No.29123/2025, WP No.29147/2025 and WP No.29168/2025 and order dated 22.08.2025 in W.P.No.29139/2025; issued by respondent- Panchayat Development Officer in all the above petitions are quashed.
iii. For the purpose of registration since e-katha is required, respondent-Panchayat Development officer is directed to issue e-khata in the name of the owner of the land for the purpose of registration of the same within 30 days from receipt of necessary application accompanied by necessary documents in relation thereto.
iv. Respondent No.4 is directed to release the sites of the respective petitioners and register the same in their respective names, at the earliest,

not later than 60 days from date of receipt of a copy of this order.
v. Once sites are registered and if any applications are made for e-khata or otherwise, the concerned authority to consider the same and pass necessary orders on such application within 30 days on receipt of such application.
