1. The present Writ Petition is filed questioning the inaction of the Respondent Authorities in not promoting the Petitioner to the post of Head Constable with effect from 2017 and not sanctioning the Special Grade Pay(SGP) increments to the Petitioner as illegal and arbitrary.
2. The Petitioner was appointed as Police Constable on 01.02.2012 in 14th Battalion, APSP, Ananthapuramu. Subsequently, the Petitioner was attached to CID Office, Mangalagiri, from 07.06.2016, and at that time, the Respondent No.5 issued a Letter dated 23.02.2017, calling for the willingness applications from the Police Constables for promotion to the post of Head Constable. Unaware of the same, the Petitioner did not send any application.
3. Thereafter, the Petitioner came to know that his case was not considered on the ground that the Petitioner had submitted „Unwillingness Application‟ for promotion to the post of Head Constable to the Respondent No.5. Consequently, the

Special Grade Pay was also rejected by the Respondent No.5 on 26.04.2018. After repeated requests from the Petitioner stating that the “Unwillingness Application” was a forged one and the Petitioner was unaware of the same, the Respondent No. 5, on the instructions of the Respondent No. 3, i.e., the Inspector General of Police, APSP Battalion, Mangalagiri, had conducted an enquiry and submitted an Enquiry Report to the Respondent No. 3 vide R.C.No. 500/A5/2019-25, Dated 11.04.2025, stating that the signatures in the “Unwillingness Application/Relinquishment Letter” do not tally with the signatures of the Petitioner in the Service Book. However, no further action was taken thereon till now. Hence, the present Writ Petition.

Learned counsel for the Petitioner submits that the Petitioner had given representations to the Respondent Nos. 3 and 5 for taking further action pursuant to the Enquiry Report submitted by the Respondent No.5.
5. Sri S. Raju, learned Assistant Government Pleader submits that representations of the Petitioner would be

examined in the light of the Enquiry Report of the Respondent No.5 and appropriate decision will be taken.
6. Heard the respective counsel.
7. Considering the submissions made, the Writ Petition is
disposed of with the following directions: i) The Respondent Authorites are directed to consider the Representation of the Petitioner dated 16.09.2025 as expeditiously as possible, preferably within a period of two months from the date of receipt of a copy of this Order and take appropriate decision thereon.
ii) There shall be no order as to costs.
