“10.1 issue appropriate writ/order/direction calling upon the Respondent authorities to produce the entire records relevant for deciding the instant petition. 10.2 issue appropriate writ/order/direction to the respondent authorities to determine / fix the fees for the D.El.Ed. Course in light of the notification dated 12.02.2024 for fee fixation by the AFRC, before the commencement of the academic sessions 2025-26. 10.3 issue appropriate writ/order/direction of appropriate allowing the members of the Petitioner Association to charge the same fees as prescribed by the AFRC for the B.Ed. Course, which shall be made subject to outcome of the decision of the Respondent authorities.”

Learned counsel for the petitioner contended that the present petition is being filed against the acts the part of the of omission and commission Respondent authorities, who have failed to discharge their duty for fixing the fees for D.El. Ed. Course for various members of the petitioner association. The act of omission and commission on part of the Respondent authorities is violative of fundamental right guaranteed of the members of the Petitioner establish and manage their association, institutions, under Article 19(1)(g) of the Constitution to of India. Hence, this petition. 3. Learned State counsel contended that the concerned authority is ready to consider and decide the representation of the petitioner as per law. 4. I have heard learned counsel for the parties and perused the documents with utmost circumspection. 3

Considering the facts of the case and submission made by counsel for the respective parties, this writ petition is disposed of directing to respondent No.1 to consider and decide the representation dated 13.08.2025 filed by the petitioner as expeditiously as possible, in accordance with rules, regulations and law. If there is no legal impediment. 6. However, the petitioner is at liberty to file additional representation before the concerned authority and the concerned authority shall consider and decide the same within the reasonable time, in accordance with rules, regulations and law. 7.
