M.CHALAPATHI SC For Nagarjuna University The Court made the following ORDER: The present Writ Petition has been filed seeking to declare the action of 2nd respondent – APSCHE in not considering the petitioner’s request for allotment of a leftover seat in LL.M. SRK, J WP No.34915 of 2025 2 course, as illegal and arbitrary and consequently direct the respondents to allot and approve a leftover seat in LL.M. in favour of petitioner and permit 4th respondent College to confirm her admission for the Academic Year 2025-26. 2. Case of the petitioner is that to pursue her postgraduate legal education, she appeared for APPGLCET, 2025 with Hall Ticket No.3583030161, and she secured 1506 Rank in the said examination. Pursuant thereto, she participated in 1st, 2nd and final phases of counselling, but she could not secure a seat. Soon after conclusion of final counselling, petitioner approached 4th respondent College through written representations dated 09.12.2025 and 11.12.2025, requesting consideration of her candidature against the left over seats in LL.M. Department. The Principal of 4th respondent College also made an endorsement on the representation of the petitioner dated 11.12.2025 to allow her for spot admission and he further stated that such admission would require prior permission/approval from the 2nd respondent – APSCHE. Pursuant to the same, petitioner has approached 2nd respondent – APSCHE and submitted a representation dated 11.12.2025 seeking allotment of any leftover LL.M. seat in any branch explaining that 4th respondent College was ready to admit her subject to APSCHE approval. But, so far no decision has been taken in the direction of providing a seat to her. 3. Learned counsel for the petitioner submits that the petitioner is qualified in AP PGLCET, 2025 and leftover LL.M. seats are available in 4th respondent College, and that in order to SRK, J WP No.34915 of 2025 3 pursue LL.M Course by the petitioner in 4th respondent College, no such approval is required from 2nd respondent – APSCHE. 4. If leftover seats are available, there is no reason for the College to keep the said seats vacant, when there are students who are qualified and interested in pursuing the LL.M Course. 5. In view of the aforesaid facts and circumstances, since the representation of the petitioner is pending before 2nd respondent – APSCHE and since it is submitted that leftover LL.M seats are available in 4th respondent College, 2nd respondent – APSCHE is directed to consider the case of the petitioner herein for allotment of a leftover seat in LL.M. course for the Academic Year 2025-26 either in 4th respondent College or in any other College, if any leftover LL.M seats are available, within a period of two (2) weeks from the date of receipt of a copy of this order. 6. With the above direction, the Writ Petition is disposed of. There shall be no order as to costs.
