BSA Construction at serial No.5. Petitioner has rushed to this Court though there are no grounds as on record to support the plea that the rejection of his technical bid was non est or illegal. Mr. Debalay Bhattacharya, learned senior counsel for the petitioner, therefore, seeks permission to withdraw the instant petition with a liberty to file a fresh petition with all foundational facts, materials and documents.
