The captioned Writ Petition is filed seeking a Writ of Mandamus directing the respondents to take suitable action pursuant to the representations made by the petitioners on 27.10.2018 vide Annexures-A to E. - 3 - HC-KAR NC: 2025:KHC:26555 WP No. 5197 of 2021 3. Counsel for the respective parties urged several contentions. Heard the arguments and perused the Writ papers with care. 4. The petitioner contends that he is an agriculturist and had planted rubber plants. On 21.02.2012, due to electric short circuit, he has suffered loss and hence, he made representations in 2018. The grievance of the petitioner is that his representations are not considered as of today. It is significant to note that the alleged electric short circuit took place in 2012 and the representations were made back in 2018. However, the petitioner filed the present Writ Petition in 2021. There is an inordinate delay and laches in invoking the writ jurisdiction. No explanation is offered about the delay and laches. Accordingly, the Writ Petition is dismissed on the grounds of delay and laches.
