17-09-2025 Item No.14 Subrata Bhattacharyya AR(C) IN THE HIGH COURT AT CALCUTTA Constitutional Writ Jurisdiction Appellate Side WPA No.21991 of 2025 Mamoni Khutia & Anr. -vs- The State of West Bengal & Ors. Mr. Anup Dasgupta …for the petitioners Mr. Nilotpal Chatterjee Mr. Shibasish Banerjee …for the State
1. The petitioners claim to be members of self-help groups who are engaged as cook-cum-helpers. Certain issues have cropped up between the petitioners and the other cooks under the ICDS project. The Block Development Officer and the Executive Officer of the Project tried to resolve the issue; and payment of the petitioners has been stopped. The petitioners are aggrieved by the same.
2. From the communication dated August 20, 2025, by the BDO, Nandigram-I Development Block, it appears that the said officer sought to resolve the issue amicably between the two sets of cook-cum- helpers upon mutual understanding. The BDO still endeavours to resolve the issue amongst the members of the self-help groups.
3. The communication of the BDO clearly mentions that the stoppage of payment is not at all punitive; rather it does endeavour to resolve the internal issue.
4. It appears that the BDO is aware of the problem
and is taking steps to resolve the same.
5. The BDO is, therefore, directed to continue with his effort and ensure that the problem is resolved at the earliest. Reasonable opportunity of hearing shall be given to all the respective parties to put forth their respective stand.
6. The writ petition is disposed of.
7. All parties are to act on the server copy of this order duly downloaded from the official website of this Court.
8. Certified copy of this order, if applied for, shall be made available to the parties. [Amrita Sinha, J]
