1. The instant writ petition is preferred against the order dated 08.01.2025 (Annexure P/1) whereby the petitioner who is working as Assistant Veterinary Digitally signed by GOPAL SINGH Date: 2025.02.01 15:18:43 +0530
2 Field Officer has been transferred from Artificial Insemination, Sub Center Labhandi, District Raipur (C.G.) to Veterinary Dispensary, Kotli, District Balrampur (C.G.) and no one has been posted in place of the petitioner. The petitioner is engaged in 21st Livestock Census Scheme being run by the Central Government, wherein the petitioner is having separate log and password for specific area in mobile application, which is not transferable and the above work is to be completed upto February 2025 and as per the directions of the respondent no.3 during the above census period, the officers/employees engaged in the above census are not to be allotted separate work till the completion of the above census. The petitioner is having twin daughters and they are studying in Class-2 at Scholars English Medium School, Raipur. Even their exams are also scheduled from 18.02.2025 to
4.03.2025. The wife of the petitioner is also working as an Assistant Professor. The petitioner is also having the liability of his old mother aged about 72 years and she is also undergoing treatment at Raipur. The petitioner is also suffering from high sugar. Hence this writ petition.
2. Following reliefs have been sought in this petition:
“10.1. That, this Hon'ble may kindly be pleased to issue a writ of mandamus setting-aside the order dated 08.01.2025 (Annexure P/1) whereby the petitioner has been transferred to Veterinary Dispensary, Kotli, District Balrampur (C.G.).
10.2. That, this Hon'ble Court may kindly be please to allow the petitioner to work in the present place of posting i.e. Artificial Insemination, Sub Center Labhandi, District Raipur (C.G.).
10.3. That, this Hon'ble Court may kindly be pleased to grant any other relief as it may deems fit and appropriate.”

Learned counsel appearing for the petitioner submits that the petitioner has been transferred, however, it has not been considered by the respondents authorities that the petitioner has been engaged in 21st Livestock Census Scheme being run by the Central Government wherein the petitioner is having separate log and the password for the specific area in mobile application which is not transferable and the said work is to be concluded upto February, 2025, as such the transfer order is required to be quashed and appropriate
order is required to be passed by the respondents authorities. Since the only ground which has been raised by the petitioner which is arguable in this case is that since the petitioner is engaged in the livestock census work, as such the
order of his transfer, in my opinion, should be kept in abeyance till the census work comes to an end. For this, when it was inquired from the State Counsel, it was replied that hardly it will take time upto 28.2.2025 and as such it is
directed that the order of transfer passed against the petitioner may be kept in abeyance till 10.3.2025 and the petitioner is directed to join his transferred place by 17.3.2025.
4. With the aforesaid observations and directions, the writ petition is disposed of. Sd/-
