Neutral Citation No. - 2025:AHC:55681-DB Chief Justice's Court Case :- PUBLIC INTEREST LITIGATION (PIL) No. - 781 of 2025 Petitioner :- Lallu Singh Respondent :- State of U.P. and another Counsel for Petitioner :- Pramod Kumar Tripathi, Shiv Narayan Pandey Counsel for Respondent :- C.S.C., A.K. Goyal (A.C.S.C.) Hon'ble Arun Bhansali, Chief Justice Hon'ble Kshitij Shailendra, J. 1. This petition, purportedly in public interest, has been filed by the petitioner seeking direction to hold an enquiry against one Rupesh Kumar Sonkar, the then Executive Engineer, Construction Wing, Public Works Department, Saharanpur. 2. Submissions have been made that the Chief Engineer (Complaints), Public Works Department, Lucknow, in his communication dated 08.08.2024, has forwarded a report to the Special Secretary regarding said Rupesh Kumar Sonkar, however, no action has been taken against him and therefore, the respondents be directed to take action against said Rupesh Kumar Sonkar. 3. A perusal of the record indicates that the petitioner has not disclosed his credentials except for claiming that he has complied with the requirements under Rule 3A of Chapter XXII of the Allahabad High Court Rules, 1952. 4. Besides the above, a perusal of the communication dated 08.08.2024, nowhere indicates any misappropriation by said Rupesh Kumar Sonkar, as alleged. The petition apparently has been filed at the behest of some person, who has some personal scores to settle against said Rupesh Kumar Sonkar. The petition suffers from a fatal defect wherein said Rupesh Kumar Sonkar has not been impleaded as party respondent to the petition. 6. In view of the above, we do not find any reason to entertain the present petition purportedly in public interest, the same is therefore, dismissed.
