The office report dated 29.03.2023 which has been last reiterated on 16.12.2024 reads: "Office Report N.E.C. issued to sole petitioner by registered post fixing 29.03.2023, till date neither undelivered cover nor any appearance received back. Sign illegible" A perusal of the said report shows that neither undelivered cover nor acknowledgement card has been received. Also, no one has put in appearance on behalf of the sole petitioner. Service upon the petitioner is, therefore, held sufficient. Since no steps have been taken by the petitioner to engage another counsel, this petition is dismissed for non prosecution. The ad interim order dated 17.03.1980 is hereby vacated. The original records of this writ petition may be scanned but the same shall not be destroyed or shredded without leave of this Court. Let this order be communicated to the Collector, Moradabad, the Sub Divisional Officer, Bilari, District Moradabad as well as respondent nos. 4 to 7 through the learned Chief Judicial Magistrate, Moradabad within 48 hours.
