1. The petitioner has filed this writ petition on the following relief:
“10.1. That the Hon’ble Court may be pleased to issue the writ of appropriate nature directing the respondent authorities
2 to issue the Royalty Paid Transit pass in favour of the petitioner in accordance with the Rule 14(iii) and Rule 14 (iv) of the Rules of 2009, for the quantity of 5400 MT of sand stored in the storage permit of the petitioner located at Village Badgaon, Khasra No. 3515, 3516 bearing Rakba No. 0.1800 Hectare as well as 0.2800 hectare respectively, Tehsil Mahasamund, District- Mahasamund on which Royalty has already been paid, in accordance with law. 10.2 Cost of the petition may also be granted to the petitioner. 10.3 Any other relief which this Hon’ble Court deems fit and proper may also kindly be granted to the petitioner, in the interest of justice.”
2. Learned counsel for the petitioner submits that respondent no. 5 may be directed to decide the representation dated 08.08.2025 filed by the petitioner within a time frame.
3. Learned State Counsel opposed the submission made by the counsel for the petitioner.
4. Heard learned counsel for the respective parties and perused the record with utmost circumspection.
5. Looking to the entire facts and circumstances of the case,

submissions of the counsels, respondent no. 5 is directed to decide the representation made by the petitioner on 08.08.2025 in accordance with law, rules and regulations, expeditiously as soon as possible, on its own merits.
6. In view of the above, the present petition is disposed of.
7. It is made clear that this Court has not expressed any opinion on the merits of the case. Sd/-
