At the outset, the learned counsel appearing for the petitioners submitted that the present writ petition can be disposed of by issuing a simple direction to the Director General of Police – cum-Commandant General (Home Guards), Manipur to consider the representation dated 02-01-2023 submitted by the petitioners on its own merit and strictly in terms of the Rule 7 of the Manipur Home Guards Rule 2022 and dispose of the same by issuing a speaking order within a stipulated period. Mr. Shyam Sharma, learned GA appearing for the respondents submitted that as the prayer made on behalf of the petitioners is confined to the consideration and disposal of the representation submitted by the petitioners, he has no objection in disposing of the present writ petition as prayed for by the counsel for the petitioner. (ii) The whole process should be completed within a period of 2(two) months from the date of receipt of a certified copy of this order.
