This Writ Petition is filed under Article 226 of the Constitution of India seeking the following relief: “to issue a Writ/Order/Direction more particularly one in the Nature of Writ of Mandamus declaring the inaction of the Respondents 2 to 4 are in disposing of the Petitioners representation dt.23.08.2025 as illegal, arbitrary, contrary to law and clear violation of Arts 14, 21, 300-A of the Constitution of India and consequently direct the 4th respondent to consider Petitioners representation dt.23.08.2025 for mutation of the Petitioners name in the revenue records in IB Adangal as per the REGISTERED Will DEED dt.15.03.2019 pertaining to the agricultural lands an extent of Ac 3.61 cents in Sy.No.533-A by my father namely Bali Reddy Vide Regd.Doc.No.6/2018 in Book No.3 on the file of the Sub-Registrar Office, Tadipathri, Ananthapur District, dt.26.01.2018 situated at Cherlopalli Village Jurisdiction and an extent of Ac 6.11 cents in 528-B an extent of Ac 1.98 cents in Sy.No.1051 and an extent of Ac 2.52 cents in Sy.No.1052 situated in Cherlopalli Village Jurisdiction and an extent of Ac 4.13 cents in Sy.No.453-A situated in Kammanamala Village Jurisdiction through REGISTERED GIFT DEED by my Vide Regd.Doc.No.2422/2019 in Book No.1 on the file of the Sub-Registrar Office, Tadipathri, Ananthapur District, dt. 15.03.2019 and pass….” 2. The case of the petitioner is that the petitioner is the absolute owner and possessor of agricultural lands admeasuring an extent of Ac.3.61 cents in Sy.No.533-A, situated at Cherlopalli Village, within the jurisdiction of Tadipathri Mandal, Ananthapur District, having acquired the same from his father, namely, Bali Reddy, vide Registered Document No.6/2018 in Book No.3 on the file of the Sub-Registrar Office, Tadipathri, dated 26.01.2018. The petitioner is also the owner of agricultural land admeasuring an extent of Ac.6.11 cents in Sy.No.528-B, Ac.1.98 cents in Sy.No.1051, and Ac.2.52 cents in Sy.No.1052, situated within Cherlopalli Village jurisdiction, and an extent of Ac.4.13 cents in Sy.No.453-A, situated at Kammanamala Village, having acquired the said properties through a Registered Gift Deed executed by his father vide Regd. Doc. No.2422/2019 in Book No.1 on the file of the Sub-Registrar Office, Tadipathri, Ananthapur District, dated 15.03.2019. The petitioner has been in peaceful possession and enjoyment of the subject properties, and the 4th respondent–Tahsildar issued Pattadar Passbooks in his favour in respect of the said lands. The petitioner submitted a representation/application dated 23.08.2025 to the respondent authorities seeking mutation of his name in the revenue records and issuance of Form-IB Adangals. 3. The learned counsel for the petitioner submits that the 4th respondent/Tahsildar had earlier mutated the petitioner’s name in the revenue records in respect of the subject lands in Form-IB during the year 2021. However, the 4th respondent, without issuing any prior notice to the petitioner, deleted the petitioner’s name from the revenue records and the IB Adangals. Such action is contrary to the provisions of the Andhra Pradesh Rights in Land and Pattadar Passbooks Act, 1971, and the Rules framed thereunder. Aggrieved by the said action, the petitioner submitted a representation dated 23.08.2025 to the respondent authorities requesting mutation of his name in the revenue records and restoration of entries in respect of the subject lands. However, even after receipt of the said representation, the respondent authorities have neither considered the same nor issued any proceedings till date. Hence, the present Writ Petition. 4. On the other hand, the learned Government Pleader for Revenue, appearing for the respondent Nos. 1 to 4, submits that if the petitioner submits a Form-6A application/representation for mutation of his name in the revenue records in respect of the subject land, the respondents will consider the same and pass appropriate orders in accordance with the law. 5. Heard the learned counsel for the petitioner and the learned Government Pleader appearing for the respondents. 6. Having regard to the submissions made by the learned counsel for the petitioner and the learned Government Pleader for Revenue appearing for the respondents, and upon perusal of the material available on record, this Court is of the considered opinion that the present Writ Petition can be disposed of by granting liberty to the petitioner to submit an application in Form No.6A seeking mutation of his name in the revenue records and issuance of IB Adangals in respect of the subject land, within a period of two (02) weeks from the date of receipt of a copy of this order. Upon receipt of such application/representation, the respondent authorities shall consider the same and pass appropriate orders under the provisions of the Andhra Pradesh Rights in Land and Pattadar Passbooks Act, 1971, within a period of one (01) month thereafter, in accordance with law. 7. In view of the same, the writ petition is disposed of. There shall be no order as to costs. Consequently, Miscellaneous Petitions, if any, pending in the writ petition shall stand closed. ________________________ JUSTICE D.
