Heard learned counsel for the parties. 2. Present petition has been filed for the following relief: "I. To issue a writ in the nature of mandamus thereby directing the state authorities to upload the relevant quantity on the portal thereby enabling the petitioner to carry out mining operation. 2. To issue a writ in the nature of Mandamus thereby directing the state authorities to exempt the petitioner from the payable installments from the month of January 2025 till the date the relevant quantity is uploaded on the portal." 3. The grievance of the petitioner is covered by Rule 41(h) of the Uttar Pradesh Minor Mineral (Concession) Rules, 2021 (in short 'Rules, 2021'). The petitioner can approach the District Officer. 4. In case, the petitioner files an application before the District Officer under Rule 41(h) of the Rules, 2021, within a period of 15 days from today, the District Officer shall pass appropriate order on the same and take consequential action depending on the decision, within a period of one month thereafter. 5.
