At the very outset, learned counsel for the petitioner would submit that the matter is squarely covered by the judgment dated 13.08.2021, passed by this Court in Writ Petition No.609 of 2020 (S/S), Ramchandra Tomar vs. State of Uttarakhand and others and connected cases. 4. Learned State counsel admits that the issue is covered by the judgment dated 13.08.2021, passed by this Court in Writ Petition No.609 of 2020 (S/S), Ramchandra Tomar vs. State of Uttarakhand and others and connected cases.
