JUSTICE S.R.KRISHNA KUMAR ORAL ORDER In this petition, petitioner seeks for the following reliefs: (a) Issue an appropriate writ, order or direction in the nature of declaration, declaring that the endorsement dated 13.05.2025 issued by the respondent No.2 vide Annexure-C, denying the petitioner the ‘consolidated marks card’ and ‘Degree Certificate’ for having completed her Degree in Bachelor of Science (IT) in the year 2007 as illegal, arbitrary and unjustified. (b) Issue an appropriate writ, order or direction in the nature of mandamus, directing the respondent No.1 and 2 to issue ‘Degree Certificate for having completed her Degree in Bachelor of Science (Information Technology) in the year 2007 within a prescribed period. (c) Issue such other writ, order or direction as may be necessary in the interest of justice and equity. “ 2. A perusal of the material on record will indicate that the issue involved in the present petition is directly and squarely covered by the judgments of this Court in the cases of (i) - 3 - HC-KAR NC: 2025:KHC:42828 WP No. 22238 of 2025 Sri.Thirumalesh C.A. vs. State of Karnataka & others - W.P.No.2795/2022 Dated 02.08.2022; (ii) KSOU & Anr. Vs. Sri.Thirumalesh C.A. - W.A.No.1025/2022 Dated 03.09.2024; (iii) Smt.Snehalatha P. vs. State of Karnataka & others – W.P.No.8638/2016 Dated 03.03.2016; (iv) Sri.Manoj M. vs. The Deputy Commissioner & Anr. - W.P.No.25361/2017 Dated 13.06.2017; (v) Suhas M. & others vs. KSOU & Anr- W.P.No.24293/2021 disposed of on 17.08.2022 and (vi) Sri.Rakesh Ranjan Sinha - W.P.No.23197/2023 Dated 20.02.2024. 3. In view of the aforesaid facts and circumstances, I am of the considered opinion that the present petition deserves to be allowed in terms of the aforesaid judgments. 4. In the result, I pass the following:- ORDER (i) Petition is hereby allowed. (ii) The impugned Endorsement at Annexure-C dated 13.05.2025 issued by the respondent No.2 is hereby quashed. (iii) Respondent Nos. 1 and 2 are directed to issue Degree certificate, convocation certificate, consolidated marks card, etc. in - 4 - HC-KAR NC: 2025:KHC:42828 WP No. 22238 of 2025 favour of the petitioner within a period of four weeks from the date of receipt of a copy of this order.
