It is seen that there is a dispute between the petitioner and the third respondent along with their respective family members. That apart, civil disputes are pending between the petitioner and the third respondent in respect to the property. Further, based on the complaint lodged by the petitioner, an enquiry was conducted by the second respondent and subsequently closed. 4.
