Pursuant to the order dated 15.10.2025 passed by the Co-ordinate Bench (Hon’ble Mr. Justice Rajesh Kumar) of this Court that Mr. Ram Narayan Singh, Additional Collector, Ranchi is present before this Court. 2. Mr. Achyut Keshav, learned AAG-V has produced the

photocopy of the circular letter No. 209/2019 dated 24.01.2020 issued by the Secretary to Government, Revenue, Registration and Land Reforms Department, Government of Jharkhand Ranchi by which, it has been clarified that in the light of order passed in Cont.(Cvl.) Case No. 489 of 2019 by this High Court, the mutation proceeding has to be initiated firstly before the Anchal Adhikari in the light of Section 14 of the Bihar Tenant’s Holding (Maintenance of Records) Act, 1973 and subsequently the Appeal or the Revision has to be filed in the light of Section 15 and 16 of the said Act. 3. Under the circumstances, learned counsel for the petitioner seeks permission to withdraw this writ petition with liberty to move the petition before the Anchal Adhikari, Ratu for redressal of his grievances. If such petition is filed by the petitioner, then the same may be disposed of in accordance with law within the reasonable period after hearing the petitioner and other side, if any. 4.
Under the circumstances, the learned counsel for the petitioner is permitted to withdraw this W. P. (C) No. 2945 of 2024. Thus, this W. P.
