Learned counsel for the petitioner has filed the present petition praying 2 that this Hon’ble Court may kindly be pleased to allow the writ petition filed by petitioners under Article 227 and be pleased to direct the Additional Commissioner Bilaspur Division to expedite the appeal. 2. Learned State Counsel raised an objection stating that the petitioner has prayed for a direction to the Additional Commissioner, Bilaspur Division but he has not made Additional Commissioner Bilaspur Division, a party to this petition. Therefore, the present petition is defective and is liable to be dismissed. 3. At this stage, learned counsel for the petitioner prays to withdraw the present petition praying for a liberty to file better constituted petition. 4.
