Learned counsel for the petitioner would submit that the petitioner who is Hostel Superintendent Grade D was transferred from Pre-Metric SC Boys Hostel Janjgir-Champa to Pre-Metric Boys Hostel Pandrapath, District Jashpur, though he had challenged the said transfer order, he could not get any relief either from this Court in writ petition or from the representation decided by the Committee constituted for examination of the transfer orders of the employees vide order dated 19-05-2023, yet he remained posted there at Pre-Metric SC Boys Hostel, Janjgir, District Janjgir-Champa. Presently the petitioner has been promoted on the post of Hostel Superintendent Grade C and now he has been posted at Pre-Metric SC Boys Hostel, Pandrapath vide order dated 10-06-2025. Since the petitioner is already posted at Janjgir, he was not provided any opportunity to participate in counseling at Janjgir-Champa District as his name is not in the list of candidates for counseling within Janjgir-Champa District. He would further submit that raising his grievance the petitioner made his representation on 30-07-2025 to respondent No.2 for grant of opportunity to participate in counseling within Janjgir-Champa District for posting of the Hostel Superintendent Grade C, but till date his representation has not been decided by the authorities.
