Heard learned Counsel for the parties and perused the record. 2. The present writ petition has been filed for the following relief. "a. Issue a writ order or direction in the nature of mandamus directing the respondent no.2 to decide the case no.5368 of 2023 and computerize case no. T202317650205368 (Lekhpal Report Versus Devi Prasad Mani) Under Section 67 of the U.P. Revenue Code, 2006 expeditiously within the stipulated period by this Hon'ble Court." 3. A preliminary objection has been raised by learned Standing Counsel that the petitioner is complainant in the proceedings and he has no locus to file the present petition as he is not a party to the aforesaid proceedings, therefore, the present petition is not maintainable. 4.
