Mr. A. Gautam, learned counsel for applicant, Mr. I. Amri, learned State counsel led by Mr. Lenin Hijam, learned senior advocate and Advocate General of Manipur for ‘respondent Nos. 2 to 6’ (‘R-2 to 6’ for the sake of convenience) and Mr. Rustam, learned counsel representing Mr. W. Jamon, learned counsel on record led by Mr. Kh. Tarunkumar, learned senior advocate for ‘respondent No. 1’ (‘R-1’ for the sake of convenience)are before this Court.

Captioned main ‘Public Interest Litigation’ (‘PIL’ for the sake of convenience) is a Suo Moto PIL inter-alia pertaining to

repair and maintenance of critical roads pan Manipur. To be noted, captioned Suo Moto PIL has been registered pursuant to an order of Hon’ble Supreme Court dated 30.07.2025 made in CIVIL APPEAL No. 9920 OF 2025 (arising out of SLP(C) No. 13415 of 2025) [Umri Pooph Pratappur (UPP) Tollways Pvt. Ltd. -vs- M.P. Road Development Corporation & Anr.]. [3]
This Court, from the submissions of learned counsel for MC applicant in MC application finds that the MC applicant is a former Director of Prosecution, Government of Manipur and MC application has been taken out contending that it would enable the applicant to assist and place some material facts/reports in connection with subject matter of PIL. [4]
This Court, without expressing any view or opinion about the credentials or bonafides of MC applicant, is of the view that it would be appropriate to give a closure to the captioned MC application albeit making it clear that: (a) it is open to the MC applicant to place the material facts/reports qua subject matter of the captioned PIL before concerned ‘District Legal Services Authorities’ (‘DLSAs’ for the sake of convenience). To be noted, DLSAs have submitted reports to this Court, the same are

under consideration and further reports about progress will also be made / submitted by the DLSAs in all Districts; (b) Rights and contentions of MC applicant are preserved for coming to this Court again with a prayer to be heard as intervenor (to be noted, not implead prayer), if there is change of circumstances and if it becomes imperative. [5]
Captioned MC application disposed of / closed in the aforesaid manner albeit with afore-referred observations and preservation of rights as set out supra. There shall be no order as to costs.
