ORDER:
This Writ Petition is filed under Article 226 of Constitution of India with the following prayer for:
“…to issue a writ or order or direction more particularly one in the nature of Writ of Mandamus declaring the Letter in F.No. 19/2006-CD-I dated 06.10.2006 and the consequential proceedings in File No. WDCO2-16037/15/2018-ICDS-WD and CW issued by the 6th and 2nd respondents respectively in so far as putting a condition of completion of 10 years of service as Anganwadi Helper for promotion to the post of Anganwadi Worker as arbitrary illegal unjust and violative of Article 14, 16 and 21 of the Constitution of India and consequently hold that the petitioners are entitled to be promoted as Anganwadi Workers with all consequential benefits and to pass …”
2. Heard Ms. B.V.Aparna Lakshmi, learned Counsel for the petitioners and learned Assistant Government Pleader for Services-II for the respondents.

Learned Counsel for the petitioners would submit that the present Writ Petition was filed seeking to declare the Letter in F.No.19/2006-CD-I, dated 06.10.2006 and the consequential proceedings in File No.WDCO2- 16037/15/2018-ICDS-WD & CW issued by the respondent Nos. 6 and 2 respectively, in so far as putting a condition of completion of 10 years of service as Anganwadi Helper for promotion to the post of Anganwadi Worker as illegal, unjust and consequently hold that the petitioners are entitled to be promoted as Anganwadi Workers.
4. Learned Assistant Government Pleader for Services-II for the respondents would submit that the Court may pass appropriate orders, in the

light of the Circular instructions issued by the Special Commissioner, Women Development & Child Welfare Department, Guntur vide Memo No. 16037/15/2018-1, dated 13.12.2018, exempting the ten (10) years service for Anganwadi Helpers for their promotion.
5. Considering the submissions made, the Writ Petition is disposed of. However, the candidature of the petitioners may be considered for their promotion as Anganwadi Workers in the light of the Circular Instructions issued by the Special Commissioner, Women Development & Child Welfare Department, Guntur vide Memo No. 16037/15/2018-1, dated 13.12.2018, as rightly put by the learned Assistant Government Pleader. No order as to costs.
