CONT P No. 1089 of 2025 ORDER Pursuant to the earlier order passed on 04.04.2025, the matter was listed for hearing today. The respondent has filed an affidavit. The relevant portions are extracted hereunder :-

I respectfuly submit that as per the directions of this Hon'ble Court further action had been taken and the building at Door No.21/9, Redhills road, ram nagar, ambattur, Chennai 600 053 was locked and sealed by the officials of greater chennai corporation on 18.10.2021 with the aid of the police. 6. I respectfully submit that aggrieved by the locking and sealing S.Kumaresan (minor) represented by his father and natural guardian Saravanamoorthy had filed a writ petition in WP No.29837 of 2022 praying to issue a writ of mandamus directing the respondents 1 to 4 to consider the petitioner's representation dated 08.12.2021 to regularise the unauthorised construction of 213 Sq.ft. At Door No.21/9, Rehills perambur high road, in survey No.603/2A4A of Ambattur Village. 7. I respectfully submit that when the above case came up for hearing on 28.11.2022 this Hon'ble Court had directed the Greater chennai corporation to de-seal the building and to take action after the disposal of the appeal under Section 80-A filed by the petitioner therein. The operative portion of the said order is extracted below for sake of convenience:-
“2. Dr.R.Sampathkumar, learned counsel appearing for the petitioner has produced a copy of the special revision filed by him under Section 80A of https://www.mhc.tn.gov.in/judis
CONT P No. 1089 of 2025 Tamil Nadu Town and Country Planning Act. 3. Considering the pendency of the Special revision and the fact that the entire violation is about 213 Sq.ft we do not see any justification for locking and sealing the premsies.
Hence, while directing the Government to dispsoe of the revision filed by the petitioner under Section 80A expeditiously we direct the Corporation to remove the lock and seal and await disposal of the revision filed under Section 80A for further action. 4. Accordingly, this writ petition is disposed of. 8. I respectfully submit that as per the above orders the building in question at Door No.21/9, Rehills road, ram nagar, Ambattur, Chennai – 600 053 was desealed by the officials of Greater Chennai Corporation on
06.12.2022. I further submit that the Zonal Officer, Zone VII, Greater Chennai Corporation had addressed a letter dated 06.12.2022 and also a remainder letter dated 09.04.2023 to the Additional secretary (Technical) housing and urban Development Department requesting to expedite the disposal of the appeal filed under Section 80A by the S.Kumarasan (minor) represented by his father and natural guardian Sarawanamoorthy. 9. I respectfully submit that after receipt of the orders from the Additional Secretary (Technical) Housing and Urban Development Department, further action against the building at Door No.21/9, Redhills Road, Ram Nagar, Ambattur, Chennai – 600 053 will be initiated as per the orders and provisions of Tamil Nadu town and Country planning Act, 1971. 2.
