1. The petitioner is working as an Associate Professor in the respondent university. He filed the present writ petition seeking a direction to the respondent university to extend the U.G.C. R.P.S. 2016 scales. 2. It is submitted by the
learned counsel for the petitioner that though the petitioner is eligible for, the

R.P.S. scales 2006 to the other Associate Professors working in the Department of Computer Science, who are juniors to the petitioner. The petitioner made several representations in the year 2011 for extending U.G.C. R.P.S. scales 2006.
3. This Court, vide an interim order dated 16.02.2012,
directed the respondents to consider all representations submitted by the petitioner within four weeks from the date of receipt of the copy of the said
order.
4. The learned counsel for the petitioner further submits that the respondent university has not disposed off the representations of the petitioner till date.
5. Though this court granted adequate time, no counter is placed on record. The learned standing counsel appearing for the respondent university requests further time to file counter, after the matter is taken up for final hearing after almost 12 years of filing of the writ petition. The request of the learned standing

6. This writ petition was filed in 2012, and this Court passed an interim order on 16.02.2012. The lethargy exhibited by the respondent university in disposing off the representation or extension of the U.G.C. R.P.S. scales 2006 for the teaching staff cannot be considered as over sight or inadvertence.
7. Considering the submissions of the learned counsel for the petitioner that the petitioner is working as an Associate professor in the Department of Computer Science, no reasons could be seen as to why the petitioner should not be extended U.G.C. scale on par with others who are juniors to the petitioner. Granting the U.G.C. scale to the teaching staff cannot be considered as an exceptional or extraordinary grant to the teaching staff. It is the right of the teaching staff to claim U.G.C. scales when they are entitled. On the facts in the present case, the denial of the respondent university for the grant of U.G.C.
-4- W.P. No.4077 of 2012 scales as applicable to the petitioner has to be found fault with.
8. The respondents are hereby directed to extend the U.G.C. scales as applicable as on date to the petitioner on par with the other Associate Professors named in the writ petition, viz., Smt. K.Ammulu and Sri Aquter Babu, or any other Associate Professor in the Department of Computer Science.
9. With these observations, the writ petition is disposed off. The respondents shall pass necessary orders extending U.G.C. scales to the petitioner within 6 weeks from the date of receipt of this order. Pending miscellaneous
