The petitioner has filed this petition seeking the following relief(s):- 10.1 That, this Hon'ble Court may be pleased to issue a direction to the respondents to grant annual increments to the petitioner from the year 1992 to 1996 and refix his pay and allowances with all consequential benefits, like payment of the arrears etc. 10.2 That, this Hon'ble Court may be pleased to issue any other appropriate orders or directions to the respondents in the interest of justice in favour of the petitioner. 2. Dr. Veena Nair, learned counsel appearing for the petitioner would argue that the petitioner was appointed to the post of Lower Division Digitally signed by RAMESH KUMAR VATTI Date: 2025.07.03 11:36:21 +0530 2 Clerk under the respondents vide order dated 20.11.1991. She would contend that after bifurcation of State of Madhya Pradesh, the petitioner opted for State of Chhattisgarh. She would further contend that though the petitioner passed Hindi Typing examination on 28.07.1996 and he was extended benefit of two advance increments from 28.07.1997 after one year of passing Hindi Typing examination. She would submit that as the petitioner appointed in the year 1991, he was entitled to receive annual increments from the year 1992 and this benefit was extended in the year 1997, therefore, the respondents may be directed to extend benefit of advance increments from year 1992 till 1996 and to make payment of arrears of salary etc. She would further submit that the petitioner may be permitted to make a detail representation before respondent No. 2. 3. On the other hand, Mr. Sanjeev Agrawal, learned Panel Lawyer appearing for the State would oppose. 4. Heard learned counsel for the parties. 5. Taking into consideration the limited prayer made by Dr. Veena Nair, this petition, at this juncture, is disposed of reserving liberty in favour of the petitioner to make a detail representation raising all grievances before respondent No. 2 and in turn, the authority concerned is directed to decide it expeditiously in objective manner preferably within period of 90 days from the date of receipt of copy of this order. 6.
