He also passed M.Phil and PhD from the 3rd respondent. But the 1st respondent issued Ext.P8 memo rejecting the petitioner's application for Eligibility Certificate. Ext.P8 is illegal in view Ext.P9 Regulations issued by 1st respondent, contends the petitioner. 2. As per norms V and 40 to 44 of Ext.P9 petition, the petitioner is entitled to get Eligibility Certificate. More over, as per Section 3 & 4 of Ext.P10, the 3rd respondent is entitled to issue Certificates in respect of Hindi and teaching Hindi. The 3rd respondent is an institution of National Importance. The degree awarded by the 3rd respondent has to be recognized for all purpose, including higher Education and employment. 2025:KER:29893 WP(C) NO.7545 of 2025 4 3. The Government of Kerala has issued Exts.P12 and P13 Guidelines relating to equivalence / Recognition of academic programs. But without looking at these documents and provisions made therein, the 1st respondent has issued Ext.P8, contends the petitioner. 4. I have heard the learned counsel for the petitioner and the respective learned Standing Counsel representing respondents 1 and 2. 5. Though the respondents resisted the writ petition urging many grounds, it is submitted that the matter is pending before the Board of Studies in Hindi. Currently, the file is under consideration of the academic bodies of the University of Kerala. 6. In the circumstances, it would be only just and proper that the Board of Studies takes a decision in the matter expeditiously, taking into consideration the urgency expressed 2025:KER:29893 WP(C) NO.7545 of 2025 5 by the petitioner. The writ petition is therefore disposed of directing the 1st respondent to place the matter before the Board of Studies and the Board of Studies shall take a decision in the matter, adverting to Exts.P9 to P13 and P15 also.
