The petitioner is before this Court seeking the following prayer: “Issue a Writ of Mandamus directing the respondent No.4 to consider the representation of the petitioner dated 05-09-2024 vide Annexure-M in the light of the Government Circular dated 20-01-2012 and take necessary step to promote him to the post of Principal and forward the same for its approval to the official respondent Nos.2 and 3 in the interest of justice and equity.” 2.
