[2] By the present applicant, the applicant is praying for impleading new incumbent namely Shri Sumant Singh, IAS, Commissioner-cum-Secretary (RD & PR), Government of Manipur in the main contempt case. [3] It is submitted that the proposed respondent is the new Secretary in place of MH. Khan, IAS, Special Chief Secretary (RD & PR), Government of Manipur. It is also submitted that the proposed respondent is the necessary party as he is in-charge of the administrative department. [4] Accordingly, the application is allowed and Shri Sumant Singh, IAS, Commissioner-cum-Secretary (RD & PR), Government of Manipur is impleaded as respondent No. 5. [5] Issue notice to the newly impleaded respondent No. 5. [6] Applicant is directed to take step with the newly impleaded respondent No. 5 by speed post as well as dasti in addition within one week and file affidavit of proof of service. [7] Mr. M.
