G.O.Ms. No.29 dated 27.08.2016 as illegal, arbitrary and unconstitutional and consequently direct the respondents to release financial assistance of Rs.10,00,000/- (Ten Lakh) to son of the petitioner Telaprolu Naga Prasanna Kumar under Application ID No. OV2019122005 forthwith. Counsel for the Petitioner: RAMESH BABU TALLURI Counsel for the Respondents: GP FOR SOCIAL WELFARE Counsel for the Respondents: GP FOR FINANCE PLANNING SRK, J WP No.199 of 2024 3 The Court made the following ORDER: This Writ Petition has been filed seeking to declare the action of the respondents in not releasing the financial assistance of Rs.10,00,000/- to her son namely Telaprolu Naga Prasanna Kumar under the Videshi Vidyadharana Overseas Scholarship Scheme in pursuance of the application bearing ID No.OV2019122005, despite sanction of funds by the Government, for studying Master of Information Technology Course in Charles Sturt University, Australia. 2. 2. Case of the petitioner is that her son namely Telaprolu Naga Prasanna Kumar completed his Graduation in EIE in 2016 with A Grade from JNTU, Kakinada. On coming to know about ‘Videshi Vidyadharana Overseas Scholarship Scheme’ by the Government, her son made an application vide Application ID No.OV2019122005 for getting financial assistance of Rs.10,00,000/- to pursue Master of Information Technology in Charles Sturt University, Australia, as he got admission there. The State Level Scrutiny Committee selected her son and issued proceedings to 4th respondent for making payment of Rs.10,00,000/-, but so far the said amount has not been paid to her son. Hence, she filed the present Writ Petition. 3. Today, when the matter came up for hearing, learned Assistant Government Pleader for Social Welfare, on written instructions, submitted that in Vigilance and Enforcement verification it has been noticed that both the son and daughter of the petitioner herein namely Telaprolu Naga Prasanna Kumar, vide application ID No.OV2019122005, and Telaprolu Nandini, SRK, J WP No.199 of 2024 4 vide application ID No.OV2019122121, have applied for ‘NTR Videshi Vidyadharana Scheme. Since only one child in a family is eligible for the said scheme, as per the report submitted by the Vigilance and Enforcement Department, vide V&E report No.46 C.No.4576/V&E/Sec-II/D2/2021-1, dated 13.09.2023, the daughter of the petitioner namely Telaprolu Nandini is eligible and the son of the petitioner namely Telaprolu Naga Prasanna Kumar is not eligible for the said scheme. 4. Learned counsel for the petitioner does not dispute the said submission made by the learned Assistant Government Pleader for Social Welfare. 5. In view of the aforesaid facts and circumstances of the case, since only one child in a family is eligible for ‘Videshi Vidyadharana Overseas Scholarship Scheme’ and as per the report submitted by the Vigilance and Enforcement Department, both the son and daughter of the petitioner herein have applied for the said scheme, whereas the daughter of the petitioner namely Telaprolu Nandini, vide application ID No.OV2019122121, is eligible and the son of the petitioner namely Telaprolu Naga Prasanna Kumar, vide application ID No.OV2019122005, is not eligible for the said scheme, no direction as sought for by the petitioner can be given. The Writ Petition is devoid of merit and the same is liable to be dismissed. 6. Accordingly, the Writ Petition is dismissed. There shall be no order as to costs.
