Mr. Raj Kumar Singh, learned advocate appears on behalf of petitioners and submits, his clients entered into agreement dated 20.12.2023 to purchase the land. Respondent no.5 is encroacher. His clients had approached the administration for removal of encroachment. He refers to letter dated 13.12.2023, written by Special Secretary, Revenue Department, directing an enquiry. He submits, there be direction for removal of the encroachment. 2. Mr. Raj Mohan Upadhyay, learned advocate, Additional Chief Standing Counsel appears on behalf of State and submits, it is a private dispute. 3. Petitioners are intending purchasers. They have agreement executed on 20.12.2023. Prior to that they obtained a direction for enquiry on representation made to the Secretary. Petitioners must consider whether they will go ahead and purchase the encroached land or on what terms they will. The writ Court will not enter into the controversy. 4.
