1. Petitioner has approached this Court for a direction upon the respondents-authorities particularly to respondent no. 2 to fix the pay scale of the petitioner on being promoted as “Junior Accounts Clerk”. 2. After going through this writ petition, I find that the petitioner is claiming a particular pay-scale and his grievance is that after promotion his pay band has been reduced. The grievance of the petitioner needs to be addressed by the authorities first as it is evident that the petitioner has not approached the authorities rather he has approached this Court by filing an application for seeking mandamus. 3. Considering the aforesaid facts, I direct the petitioner to approach to respondent no. 2, Chief Engineer, Minor Irrigation, Ranchi, who will consider the case of the petitioner or refer the matter to the Competent Authority to decide the grievance of the petitioner. 2
4. Petitioner is directed to file a representation annexing all the necessary documents within a period of four weeks and the respondents, in turn, will decide the case of the petitioner within a period of eight weeks thereafter.
If it is found that the petitioner is entitled for any relief, the same shall be extended to him within a period of four weeks and also on the other hand, if it is found that the petitioner is not entitled for any relief, a reasoned order to that effect, should be communicated to the petitioner. 5.
