We do not agree with the submissions of the Petitioners that the said order amounts to rejection of the proposal. In fact, the said order can not be impugned. The Education Officer (Secondary), Zilla Parishad, Ratnagiri has only pointed out the deficiencies and has actually called upon the Management to remove the deficiencies and tender a proper proposal. Certain objections are also raised in the said order . 2. In view of above, this Petition is disposed off. If the concerned authority desires further information to be tendered by the Management, he would enter into correspondence with the Management on the above stated email. The Management shall cooperate. If required, the Management is at liberty to tender its written notes along with case law, on which reliance is placed, for the assistance of the Education Officer. 5. Let the above exercise be completed within a period of 60 days. If the proposal is rejected, the said order shall be supported with reasons. 6. We make it clear that we have not expressed any opinion on the merits of the proposal. Only to avoid further litigation, we are observing that if the proposal is accepted, further steps for processing the papers for grant of Shalarth I.D./bills of the employees, would be undertaken.
