By way of present petition, petitioner has challenged the order dated 20.10.2006 passed by the disciplinary authority which has been affirmed by the appellate authority vide its order dated 20.04.2018. 2. Mr. Firoda, learned counsel for the petitioner submitted that the appellate authority was not justified in rejecting his appeal on the ground of delay. 3. Heard learned counsel for the petitioner and perused the record. 4. It is to be noted that by order dated 20.10.2006 (after considering the inquiry report), the disciplinary authority had imposed a minor punishment for stoppage of one annual grade increment with future effect, in addition to stipulation specifying (2 of 2) [CW-21833/2024] that the petitioner shall not be provided with a field posting for a period of two years; against which he had preferred an appeal that too after gross delay of 11 years. 5. It is to be noted that the petitioner has remained indolent not only qua pursuing his right of preferring appeal and took 11 years to avail such remedy but also he has taken seven years in challenging said appellate order passed on 20.04.2018. 6. It is therefore, crystal clear that the petitioner is habitual of sleeping over his rights. 7. In view of the aforesaid and considering the nature of penalty which has been inflicted upon the petitioner, this Court does not find any reason to entertain the present petition. 8. The writ petition is, therefore, dismissed. Stay application also stands dismissed. (DINESH MEHTA),J 58-Arun/-
