Petitioners, who are Assistant Professors, working at different Engineering Colleges, have filed this writ petition claiming for consideration of Digitally signed by V PADMAVATHI Date: 2025.08.08 11:27:29 +0530 Wps 8708 of 2025 2 their names for promotion on the post of Associate Professors in Physics, and Mathematics. 2. Learned counsel for the petitioners would submit that the petitioners are working since 2017, and as per the Circular dated 03.09.2014, Annexure P3, issued by the State Government, petitioners are having the requisite qualification and also sufficient length of service, for promotion on the post of Associate Professor. To pursue their claim, petitioners have already moved representations before respondent-1 to take decision on their grievance but till date, their representations have not been considered despite having vacant posts of Associate Professors in the department. Therefore, the respondent authority may be directed to consider the representations submitted by the petitioners in accordance with law, existing and applicable rules and Circulars of the department, and to consider their candidature for promotion. 3. Above submissions made by learned counsel for the petitioners, on instructions, though opposed on merits, learned counsel for the State would submit that Government is on the verge of amending the Chhattisgarh Technical Education (Teaching Cadre-Engineering College) (Gazetted) Services Recruitment Rules, 2014 (for short, ‘2014 Rules’), and the process will take sometime. Therefore, time limit for deciding the said representations of the petitioners may not be fixed. However, the concerned authorities are making efforts to conclude the amendment process of the 2014 Rules and will decide the petitioners' representations accordingly. 4. Considering the rival submissions of learned counsel for the parties, and the issue involved in the petition, petitioners are directed to move their fresh Wps 8708 of 2025 3 representation within two weeks from the date of receipt of copy of this order before respondent-1 along with copy of this order, who in turn shall take decision on the representation of petitioners so moved before him, within further period of six months, in accordance with law, on its own merits, if there is no impediment to decide the said representation of the petitioners within the said stipulated period, keeping in view that process of amending the 2014 Rules is at its verge of completion. 5.
