CORAM:
HON'BLE MR JUSTICE SACHIN SHANKAR MAGADUM
ORAL ORDER
This writ petition is filed to direct the respondents’ Authority to issue certified copy of Darkasth register bearing Sl. No.66 for the year 1978-79 in respect of Sy. No.44 of Mallur Village, Varthur Hobli, Bengaluru East Taluk by considering the application dated 25.09.2024 as per Annexure-A.

despite making the necessary application for the issuance of certified copies of specific documents, found themselves left with no alternative but to seek the intervention of this Hon'ble Court. The failure of the respondents to fulfill their obligation in providing the requested documents within a reasonable time frame undermines the very foundation of efficient governance. Such inaction not only inconveniences the petitioner but also demonstrates a disregard for the rights of individuals seeking access to essential public records. The petitioner’s recourse to the constitutional Courts in these circumstances is, regrettably, indicative of a breakdown in the administrative processes and an abdication of the duties assigned to the Revenue Authorities.
3. The circumstances of this case undeniably highlight a severe dereliction of duty by Respondent Nos. 1 and 2, whose negligence has left the petitioner with no choice but to resort to judicial intervention. The failure to provide the certified copies, despite the petitioner’s formal

request, reflects an egregious lapse in the respondents' performance of their official responsibilities.
4. Accordingly, this Court proceeds to pass the following;
ORDER (i) The writ petition is allowed.
(ii) Respondents are hereby directed to issue certified copy of the Darkasth Register bearing Sl. No.66 for the year 1978-79 pertaining to Sy. No.44 of Mullur Village, Varthur Hobli, Bengaluru East Taluk within two days from the date of receipt of order copy. Failing which, the appropriate action shall be contemplated.
