Heard learned Counsel for the parties and perused the record. 2. The present writ petition has been filed for the following relief. "i. Issue a writ order or direction in the nature of mandamus, commanding and directing the respondent no. 3/Sub Divisional Magistrate, Rudhauli, District- Basti to expedite the proceeding of Case no. 2776 of 2024 in connection with Computerized Case No. T202417140402776 in-re Report Versus State U/s 38(1) of U.P. Revenue Code, 2006 within short span in order to meet out the end of justice." 3. A preliminary objection has been raised by learned Standing Counsel that the petitioner is complainant in the proceedings and he has no locus to file the present petition as he is not a party to the aforesaid proceedings, therefore, the present petition is not maintainable. 4.
