The Court made the following Order:
Heard learned counsel for the petitioner. Also heard Mr.Nagaraju Pullagura, learned counsel representing the respondent No.5. 2.
The order passed by this Court on 09.08.2023 in W.P No.16126 of 2023 is self explanatory. 3. When the matter is taken up for consideration, it is stated by Mr. Nagaraju Pullagura, that the order passed by this Court was complied with and placed a copy of the communication dated 30.08.2025 received from the Principal Secretary to Government, Finance Department, containing the details with regard to the payment of amount to the petitioner. He also stated that in view of the said compliance, the Principal Secretary, did not appear before this Court in person. However, Mr. Piyush Kumar, Principal Secretary, Finance and Planning appeared through online and attended the proceedings through online. 4. Once contempt is admitted and Form-I is issued, the contemnors shall invariably attend before the Court or seek to dispense with their appearance by moving an appropriate application. 5. Though the learned counsel has stated that the order is complied with, unless the order of this Court is to the effect that appearance of the parties/contemnors is not required in the event of the complying with the order, they are bound to attend the Court. Be that as it may. As the Principal Secretary, Finance Department appeared through online, this Court is inclined to dispense with his presence in person before the Court. 6. It may be relevant to note that the other contemnors/respondent Nos.4 and 6 were not present. 7. It is represented on behalf of the respondent No.4 that he is attending a programme of the Hon’ble Chief Minister. If the respondent No.4 is having

some difficulty in appearing before the Court, atleast an application ought have been moved seeking to dispense with his presence, which is not done. The Court is at a loss to understand as to why such an application is not filed well in advance. In fact, the counsel is expected to do the needful, as per the procedure in the interest of the respondents/contemnors. 8.
While leaving the matter there, in the light of the submission made by the learned counsel representing the Principal Secretary, Finance Department that the order has been complied with, the present Contempt Case is closed.
