Mr.Rakesh Dhaulta, Additional Advocate General for the respondents-State. Mr.Neeraj Sharma, Senior Advocate with Mr.Happy Thakur, Advocate for the applicant. CMP No.25661 of 2025 The present petition was disposed of on 23.12.2024 by directing the Principal Secretary (Home) to the Government of H.P to conduct an inquiry of all the concerned police officials with respect to violation of mandate in Lalita Kumari vs. Government of U.P (2014) 2 SCC 1 and report compliance. The matter is now pending only for compliance. Thereafter, an interim order was also passed on 20.06.2025 which was assailed by applicant Sagar Chand, Additional Superintendent of Police, Mandi, who has now filed an application for being impleaded as respondent. Thereafter on 25.07.2025 the Additional Chief Secretary (Home) was directed to file supplementary affidavit specifying the steps taken for complying with the directions contained in order dated 23.12.2024. The supplementary affidavit dated 07.08.2025 has been filed, in which, it has been mentioned that show cause notice has been issued to Sagar Chand, Additional Superintendent of Police, Mandi on 30.07.2025 and the Superintendent of Police, Mandi has ordered to intiate a regular departmental inquiry against SI Jitender Kumar, I/O PS, Sadar and SI Manoj Kumar, I/C PP Pangana for their grave mis-conduct and dereliction of duty. The inquiry has been entrusted to Sh. Bharat Bhushan, SDPO, Sundernagar. It has also been mentioned that Special Leave Petition (Civil) Diary No(s). 37925/2025 filed by Sagar Chand has been dismissed on 25.07.2025 with the following observations:- “Permission to file special leave petition is granted. We are not inclined to interfere with the impunged judgment and order passed by the High Court. The special leave petition is, accordingly , dismissed. We only observe that the inquiry would be conducted completely uninfluenced by any observation made by the High Court in the impugned order and the Inquiry Officer will continue after affording due opportunity to the petitioner. Pending application(s), if any, shall stand disposed off.” Faced with the situation, learned counsel for the applicant does not press the present application for impleadment and the same is disposed of as such.
