1. The petitioner has filed this petition seeking the following relief(s):-
“10.1 That, this Hon'ble Court may kindly be pleased to direct the respondent authorities to release the payment of Digitally signed by RAMESH KUMAR VATTI
2 Rs.4,46,819/- with interest of 12% from the 30-06-2003 till the date of realization. 10.2 That, the Hon'ble Court further pleased to grant such other relief(s) as may be deemed fit and proper in the interest of justice and fair play.”

Mr. Harsh Verma, learned counsel appearing for the petitoner would submit that the petitioner was holding post of Samiti Prabandhak at Aadim Jati Sewa Sahkari Samiti, Jobi, Tehsil and District Raigarh. He would contend that the petitioner was removed from services on 21.09.1999 and later on he was reinstated in service vide order dated
30.06.2003. He would submit that the department has not made payment of arrears of salary for period from 21.09.1999 to 30.06.2003, therefore, a suitable direction may be issued to the respondent authorities to pass appropriate order in this regard. 3. On the other hand, Mr. Manish Nigam, learned counsel appearing for respondent No.1 would submit that Jila Sahakari Kendriya Bank Maryadit, Raigarh has gone into liquidation and same is evident from pleadings made in Para-8.3 of writ petition. He would further contend that the petitioner has not arrayed Liquidator as party respondent.
He would also contend that the representation dated 14.12.2017 addressed to the Liquidator is annexed as Annexure P/3 which is still pending. 4. Mr. Prateek Tiwari, learned Panel Lawyer appearing for respondents No. 2 and 3 would support the contention made by Mr. Manish Nigam. 5. Heard learned counsel for the parties. 6. Taking into consideration the fact that the Bank has not paid arrears of salary to the petitioner for period from 21.09.1999 to 30.06.2003 and Bank has gone into liquidation and further the petitioner has not
3 arrayed Liquidator as party respondent, therefore, the petition, at this juncture, is disposed of directing the petitioner to make a fresh representation before the Liquidator within period of 30 days and in turn, the Liquidator is directed to decide the representation within period of 90 days from the date of receipt of copy of this order. 7. With the aforesaid direction(s), the petition is disposed of. Sd/-
