Heard the learned counsel for the petitioner and the learned Assistant Government Pleader for the respondents. 3. Learned counsel for the petitioner submits that the petitioner was elected as Chairman of the Parents Committee of Z.P.High School, Chennipadu Village, Ponnaluru Mandal, Prakasam District. The said election was confirmed by the respondent No.9. The petitioner executed the work construction of Two Kitchen Rooms and School Building repairs in ZP High School, Chennipadu Village, Ponnalur Mandal, Prakasam District under Mana Badi Nadu Nedu Phase-ll, 2022 civil works Samagra Siksha Abhyan centrally sponsored schemes in the year, 2022 under the supervision of the respondent Nos.7 to 9. Thereafter, the Department also measured the work executed by the petitioner herein and also recorded the same in the measurement books. In order to quantify the amount, the same was sent to Financial Department for approval. It is his grievance that despite uploading the said bills in CFMS portal bill Nos.2024-511568, 2024-511944, 2024-511139 and 2024-512225, respondent-authorities are not releasing the amounts. V,'t'. 3 4. The learned Assistant Government Pleader placed the written instructions, dated 12.07.2025 on record. The relevant paragraph reads as under: “In this context, it is submitted that the bills were submitted by the contractor for an amount of Rs. 14,97,954/- were uploaded in CFMS Portal vide bill Nos. 2024-511568, 2024-511944, 2024-511139 & 2024-512225 and also handed over the cheques for the above said amount to the petitioner. The above said bills amount was credited on 31.03.2024. The bank statement copy enclosed. Further the petitioner has withdrawn an amount of Rs.4,73,609/- for the executed works. Meanwhile, the Government of Andhra Pradesh has changed the name of Mana Badi Nadu Nedu to Manabadi Mana Bhavishyathu (MBMB). Further the bank account name and committee members were also changed and it takes time to take a new cheque book from the bank authorities in the name of Manabadi Mana Bhavishythu (MBMB). In view of the above after getting the new cheques from the bank, the remaining amount of Rs. 10,24,145/- cheques will be issued to the petitioner and settle the issue as on earliest.” 5. The learned Assistant Government Pleader for the respondents did not dispute the fact that the petitioner herein has carried out the construction activity and the quantum of amount to be paid to the petitioner herein. He further submits that the bills amounting to Rs. 14,97,954/- have been uploaded in the CFMS Portal vide bill numbers: 2024-511568, 2024-511944, 2024-511139, and 2024-512225. Out of the total bill amount of Rs. 14,97,954/-, a sum of Rs. 4,73,609/- was credited to the petitioner’s account on ,5^ f 4 31.03.2024, and the same has been duly withdrawn by him. The learned Assistant Government Pleader further submits that the balance amount of Rs. 10,24,145/- will be paid within a period of four (04) weeks. 6. Copy of written instructions is placed on record. 7. In view of the aforesaid reasons, this Court is inclined to disposed of the Writ Petition, directing that the respondent shall settle the amount of Rs. 10,24,145/- payable to the petitioner, within a period of four (04) weeks from the date of receipt of copy of this order.
