1. The present writ petition has been filed for following reliefs:-
“(a) For issuance of an appropriate direction/directions for measurement of land under Khata No.59, Khesra No.2616, Area-0.25 Acre, Halka No.03, Thana Sadar, situated at Mauja Sindur, Circle Office- Sadar within the district of Hazaribag (Jharkhand) which is Raiyati land of the petitioner, acquired in the year 1996 from the Government of Bihar now Jharkhand. (b) For issuance of an appropriate direction upon the tespondents not to harass the petitioner and his family members of the petitioner and his family members for his Raiyati land under Khata No.59, Khesra No.2616, Area-0.25 Acre, Halka No.03, Thana Sadar, situated at Mauja Sindur, Circle Office-Sadar within the district of Hazaribag (Jharkhand).
2. The petitioner has claimed that he has applied for measurement of the raiyati land and prescribed fee has also been deposited, but the service has not provided to him.

3. It is settled principle of law that the Circle Officer is only a service provider, not an adjudicator. He is not supposed to adjudicate the dispute between the parties. If there is no dispute over the said piece of land then he is duty bound to provide the service, if prescribed fee has been paid.
4. With the above observation, the present writ petition is hereby, disposed of directing the Circle Officer, Sadar, Hazaribag to provide the service to the petitioner, if there is no dispute.
