Brief facts of the case are that the 2"^ respondent issued
2. notification for recruitment of SCT PC’s (Civil) (Men and Women), SCT PC’s (APSP) (Men) Police Department vide notification in Rc.No.161/SLPRB/Rect.2/2022, dated
28.11.2022. Hence, the petitioner made an application to the 2"^^ respondent conducted written test on
22.01.2023. After completing the Written Test, call letter was issued to the petitioner for appearing for Physical Measurement Test/Physical Efficiency Test on 07.01.2025 along with original certificates with a set of legible Xerox copies duly attested by a Gazetted Officer along with copies of stage 1 and stage 2 online application forms. Accordingly, the petitioner appeared for the same. After verification of certificates, the respondents did not permitted the petitioner to undergo physical tests on the ground that the caste certificate furnished is of the year 2019 and latest certificate is required to consider for physical tests. Aggrieved by the same, the present wit petition has been filed. 3. Heard Mr.M.P.N.V.Sastry, learned counsel for the petitioner and learned Assistant Government Pleader for Services-I, for the respondents. On hearing, learned counsel for the petitioner while reiterating the
4. contents urged in the writ petition, submits that, the Government issued G.O.Ms.No.469, Revenue (SER.II) Department, dated 29.09.2023. As per the para 6 of the said G.O.,
“all the State Government Departments shall henceforth not to ask for a fresh caste/community certificate for any purpose whatsoever if the Applicant/Beneficiary/Candidate produces a Caste/
3 Community Certificate that was previously issued by the competent authority. ” Ignoring the said G.O., the respondents did not permit the petitioner to undergo physical tests for recruitment of constable posts and deprived his opportunity. He further submits that, while the petitioner filing up the application form, the petitioner selected West Godavari district as 1®^ preference and selected Krishna district as 2^^ preference for appearing for Physical Measurement Test. But the respondents did not allow the petitioner to appear for the said test in West Godavari district. He further submits that now the selections in Krishna district is schedule to be held on 16.01.2025 onwards. Therefore, learned counsel requests this Court to issue a direction to the respondents to consider the candidature of the petitioner in Krishna district an pass appropriate orders. Perused the record. 7. On perusing the material on record and on considering the
submissions of learned counsel for the petitioner, this Court observed that, as per para 6 of G.O.Ms.No.469, Revenue (SER.II) Department, dated 29.09.2023, the petitioner is eligible for physical measurement test, but the respondents did not allow the petitioner to appear for the said test on 07.01.2025 in West Godavari district as option in the selection process has
