This challenge in the appeal has been made after a long delay of 515 days. 2. The delay in filing of the appeal is being sought to be explained stating that while the decision was taken not to challenge the orders passed by the Rajasthan Civil Services Appellate Tribunal and not to challenge the judgment passed by the learned Single Judge, but later on it was re-examined by the concerned Competent Authorities. 3. We are not enable to accept such contentions. 4. Change of Officers does not mean the change of opinions of the State. Once a State takes an opinion merely on account of Officers being shifted from one said post to another post or on account of change of Government, decisions of the Government cannot be removed like that except only where there is a change of law. 5. We could have understood if there being some judgment which may have come from the Hon’ble Supreme Court, taking a different view or any legislative enactment which may come [2025:RJ-JP:29775-DB] (4 of 4) [SAW-786/2024] through during the period that the State may revise its opinion, however, merely by casual statements of changing the opinion, the delay cannot be condoned. 6. Accordingly, the application No.664/2024 filed under Section 5 of the Limitation Act is dismissed. 7. The present special appeal writ is also dismissed. 8.
