The explanation given for this delay is that a Review has been filed against the VT RRR, J & Dr. KMR, J W.A.No.25 of202i, 2 f orders of the learned Single Judge, dated 04.01.2018. This Review Petition was withdrawn on 18.11.2022. The learned Government Pleader would contend that the appeal 2. could not be filed, in time, primarily on account of the pendency of the Review Application. Apart from this, the further explanation for delay is that the General Election Notification was issued on 18.04.2024 and due to this notification, the Appeal could not be filed as the deponent to the affidavit was busy on election duty. The period of delay is in three (03) parts. The 1®‘ period of delay 3. nd is from January 2018 to 07.02.2020 when a review has been filed. The 2 period of delay is the pendency of review petition from 07.02.2020 to 18.11.2022. The O"'* period of delay is from 18.11.2022 to 25.11.2024 in filing the appeal. Though the 2^^^ period of delay, namely the period for which the Review Petition was pending, should be taken into sufficient explanation for such delay, no worthwhile explanation is given in relation to 1 & 3 periods of delay. The contention that the appropriate Officers was busy with the elections April 2024, cannot explain the delay from 18.11.2022. Even otherwise, the election process ended in June, 2024 and there is no explanation as to why appeal was not filed from June 2024 to 25.11.2024. 4. in 3 RRR, J & Dr. KMR, J W.A.No.25 of 2025 \ As far as the 1®‘ period of delay is concerned, no explanation is 5. forthcoming as to why no steps have been taken to challenge the order of the learned Single Judge from 04.01.2018 till 07.02.2020. In view of the inordinate delay which has not been explained at 6. all, we do not find any reason to condone the delay of 2487 days in filing the present Appeal. Accordingly, I.A.No.02 of 2025 is dismissed. Consequently, the 7. Writ Appeal is also dismissed. There shall be no order as to costs.
